
Matthew Dalbey

Matthew Dalbey is a proven thought leader in developing community-driven economic revitalization strategies at the local, state, and federal level. These strategies focus on identifying economic drivers, build on existing assets, and support economic growth that improves environmental and human health outcomes. He is the founder and principal of Corner Shop Strategies, a consulting firm that creates innovative solutions to community and economic development challenges. In early 2025 he retired as a senior executive and career public servant with the US Environmental Protection Agency (EPA).
During his final years at EPA his primary focus was on the energy sector transformation and how federal agencies could support economic revitalization and diversification in the communities most impacted by this ongoing change. From 2014 to 2022 he led EPA’s Office of Sustainable Communities (later renamed Office of Community Revitalization). He is also an adjunct faculty member with George Washington University’s Sustainable Urban Planning program. He has a Ph.D. in Urban and Regional Planning from Columbia University in the City of New York, two master’s degrees from the University of Virginia, and a bachelor’s degree from the College of William & Mary. He lives in Silver Spring, MD.
