
James Richardson
Director of Analysis,
Climate Change Committee
James Richardson has been Director of Analysis at the Climate Change Committee since July 2023.
He oversees the CCC’s analytical teams covering both Net Zero and Adaptation. James led the CCC’s work
on the Seventh Carbon Budget advice to the UK Government, and parallel advice to the Scottish, Welsh and
Northern Ireland governments. He is leading work on the CCC’s independent advice on the fourth Climate
Change Risk Assessment, and the first Well Adapted UK report.
Prior to this, James was Chief Economist at the National Infrastructure Commission, and worked at HM
Treasury including as Deputy Chief Economic Adviser and Director, Public Spending.
James has a PhD in economics.
